1.0 Background

1.1. Project Overview
The Climate Resilient Agribusiness for Tomorrow (CRAFT) Project is a 5-year, project being implemented in Kenya,  Tanzania and Uganda, with the project management unit in Uganda. The project is implemented by a consortium consisting of SNV (lead partner), Wageningen University & Environmental Research (WUR & WEnR), the CGIAR research programme on Climate Change, Agriculture and Food Security (CCAFS), Agriterra and Rabo Partnerships, and is financed by the Dutch Ministry of Foreign Affairs (DGIS).

The project uses an Inclusive Business Development approach to support the international and national efforts on  climate change and sustainable production in arable crop value chains. The project works with and through the private sector and supports public sector partners in creating an institutional environment for large-scale adoption of climate smart practices and technologies. Alignment of efforts and interests of private sector partners (business cases) such as guaranteed off-take of food crops and economic incentives will form the basis for large-scale adoption of climate smart agricultural (CSA) practices and technologies in combination with de-risking production.

The programme is driven by three main pillars:

     Adoption of CSA practices & technologies in arable crop production farming systems;
     Acceleration of investments and business growth in selected value chains; and
     Improved enabling environment for scaling out of CSA.

CRAFT project interventions are centred on business cases which are derived from a thorough climate risk  assessment and financial analysis of value chains in pulses, potatoes, oilseeds and grains. Therefore, CRAFT aims  to improve food security by working towards climate resilient farming systems, which increase productivity under  changing climatic circumstances, while reducing food waste and losses throughout the supply chain. The three key  pillars of CSA are thus productivity, adaptation and mitigation. Together, these pillars contribute to food security  and development goals.

The CRAFT partnerships under sunflower and common beans value chains involve using an inclusive business  approach to drive investments in climate smart practices and technologies. Climate change has resulted in very poor yields and low return to farmers, and other actors (e.g. buyers, processors) in the value chain are also negatively affected yet both sunflower and common beans have a high market potential both locally and internationally. The business cases under each value chain seeks to among others, increase crop productivity within the target value chains, improve market access for smallholder farmers, and enhance quality of produce marketed.

2.0 The task
Based on the 2 VCs (sunflower and common beans), CRAFT-supported business champions will provide extension  services to targeted smallholder farmers in 2019 and 2020, using the farmer field school (FFS) approach with a  climate smart lens. Since the FFS, approach is unique and value chain specific, it is prudent that selected resource persons from the FFSs are trained as ‘Trainer of trainers’ (ToTs) to facilitating learning processes at the FFSs.

In the bid to develop local capacity needed to accelerate scale up of FFS methodology in the community, the CRAFT  project shall also train selected individuals as ‘Master trainer of trainers’ (M/ToTs) to facilitate subsequent ToT trainings for selected VCs in 2020.  Local government extension workers at district ward and village level as well as SME extension staff shall be  trained as ToT and/or M/ToT, to build their capacities in Climate Smart FFS methodology. CRAFT-TZ prefers to hire a team/firm to facilitate five training sessions of about 35 participants each (i.e. 162 ToTs); and 1 session of 30 participants as M/ToTs under the 2 commodity VCs - see table below. The firm is  expected to conduct the trainings in Arusha for common beans and Morogoro/Dodoma for sunflower value chain.

The training materials need to be developed in collaboration with one of the CRAFT consortium partners, CCAFS,  who will ensure that the training manuals prepared have a climate smart focus. It is anticipated that the training manuals are not developed from scratch but that existing materials are reviewed and include climate smart  technologies and proposed by the SMART consortium partner CCAFS.

3.0 Methodology
Preferably existing training manuals will be reviewed and adjusted to incorporate climate smart technologies, so it  is anticipated that the work will not start from scratch. In addition the manuals need to include detailed lessons plans to ensure that the trainees are able to implement the FFS in sunflower and common beans.

The trainings shall be residential and conducted in locations that provide space for carrying out practical training  sessions. The training on sunflower shall be hosted by training centres accredited for the value chain in Morogoro/Dodoma similarly for common beans that will be hosted in Arusha.
While prior to trainings, a complete package of training manuals shall be shared by the consultant, the CRAFT  project estimates at least 5 ToT training sessions of about 35 individuals each; and 1 training sessions of M/ToTs for 30 individuals. The ToT trainings are expected to be based on a standards package (content wise) with a climate smart focus focusing on the specific value chain targeted and to be delivered within the recommended duration. The M/ToT should focus on content but especially on delivery of the content to farmers, it should include facilitation skills and giving participants an opportunity to deliver sessions on their own.

Any alterations in terms of content and/or duration of the training shall be effected only after a discussion with the  CRAFT technical team
In view of the second cropping season commencing end of 2019, the CRAFT project prefers to work with a consultancy firm that demonstrates capacity to facilitate two parallel sessions a week to enable fast tracking the process.

4.0 Collaborations
The firm shall work closely with SMEs championing business cases under each commodity VC (client); SNV  Netherlands Development Organization (contracting authority); and CCAFS (the CGIAR research programme on Climate Change, Agriculture and Food Security). CCAFS is a member of the CRAFT project consortium that is providing expert support on climate change and food security issues. Unless notified otherwise, CCAFS is expected 1 Three sisters, Jackma and Nondo investment are focusing on the sunflower chain, Union stores and Nguvumali are focusing on common beans. to participate in the development of training manuals with a climatic change context and to be present, and cofacilitate some sessions during the first ToT.

5.0 Scope of Work
5.1 Plan and facilitate ToT training sessions based on the 2 commodity VCs
5.1.1 Determine own logistical need (with support from SNV/SME) and review suitability of training locations  (locations that provide most appropriate learning environment)
5.1.2 Work with CCAFS experts to modify training materials to include climate smart technologies and lesson  content
5.1.3 Facilitate 5 ToT FFS training sessions of 5 days each
5.1.4 Facilitate 1 master ToT FFS training session of 5 days
5.1.5 Design and submit to SNV for printing, all training materials (illustrative) and handouts that shall be used  during the training sessions; and those that shall be handed out to the ToTs graduates (all materials in Kiswahili)
5.2 Plan and facilitate M/ToT sessions based on the 2 commodity VCs
5.2.1 Develop selection criteria that shall be used for selecting individuals to be trained as M/ToTs; and conduct  a simple knowledge gap assessment of the selected master trainers. Women and youth need to be represented in the selected master trainers.
5.2.2 Support SMEs to identify individuals selected from among the SME technical staff, and public extension to  be trained as M/ToTs
5.2.3 Determine the logistical need (together with SNV/SME) and schedule the training session in an appropriate  location
5.2.4 Work with CCAFS experts to modify the training materials and make them climate smart
5.2.5 Facilitate 5 ToTs and 1 M/ToT to approximately 160 individuals in total
5.2.6 Design and submit to SNV for printing, all training materials and handouts that shall be used during the  training sessions; and those that shall be handed out to the M/ToTs

6.0 Expected deliverables
6.1. Training materials including visual items used to facilitate the training sessions; and handouts to the  trainees for future reference (soft and hard copy). All training materials should be in Kiswahili and should include lesson plans for the trainers and clearly spelling out how each session is facilitated
6.2. 5 ToT in FFS for sunflower and common beans, each lasting 5 working days
6.3. 1 M/ToT focusing on training the master trainers in delivering the content to other trainers, lasting 5 days
6.4. A training report per conducted training, including, but not limited to how the training process went,  participant feedback, points of improvement
6.5. Selection report of the identified master trainers
6.6. List of trainees separated for ToTs and M/ToTs; Male/Female and youth

7.0 Timeframe:
The consultancy will start 25th September 2019 with the development of training manuals, with an input of CCAFS.
After the training materials have been approved by CRAFT the trainings will commence from 7  th of October. The M/ToT trainings shall take place between 28th of Oct and 02nd of November 2019.

8.0 Reporting and supervision
The consultancy firm shall be supervised by, and will report to, the SNV/CRAFT-Senior Agronomist, or any  designate. There shall be two kinds of reports; a training report for each ToT concluded; and end of assignment report 2 weeks after the last training session (by 8th of November for ToT trainings); and for the M/ToTs by 15th of November 2019.

9.0 Skills & competences required:
9.1 Consultancy firm with strong track record in providing training of trainers services in Tanzania; excellent  capacity to deliver content on FFS methodology and process
9.2 Excellent knowledge and skills on Good Agronomic practices related to the 2 commodities VCs i.e.  sunflower and common beans
9.3 Very good understanding of climate smart practices and technologies related to the 2 commodity VCs
9.4 Strong experience in extension service provision
9.5 Strong experience in capacity building and facilitation of processes at community level
9.6 Being able to have a consultancy team on the ground to facilitate parallel (two) training sessions per week
9.7 At least 10 years’ experience in conducting ToT and FFs implementation in field crops
9.8 Proven experience in setting up and managing farmer field school’s systems for small farmers in rural  areas will be an added advantage.
9.9 Excellent communication (written and oral), reporting and presentation skills;
9.10 Experience in value chain development, climate smart agriculture, and agribusiness finance, preferable  experience with climate finance;

10.0 Payment
To facilitate this training process and avoid interruptions of the consultant in meeting his/her rather tight schedule;  a down payment of 30% (of the total contract sum) shall be made upon signing the contract, 40% of the total contract amount shall be paid after 50% of the deliverables under this assignment has been accomplished.
The final payment of 40% after submission and subsequent approval of the final training report by the Supervisor  (and an appropriate check on the training success by CRAFT has been conducted). This shall include handing in of all documents and tools used for training and handouts (both soft and hard copies)
Note: Operational costs related to this assignment (transport to training venues, meals and accommodation,  printing of training materials) shall be paid directly by SNV.

C) Past Performance – three references
Applicants must prove that they have enough experience in assignments comparable with the work for which they
are bidding in terms of scope and complexity. Applicants must prove this experience using only and exactly three references for work they have done in the last five years.
Applicants must provide written proof for each of the references giving at least the following data:
Name of the contracting company/donor, name of the person who managed the contract for the
company/donor and email and telephone numbers for the contact who managed the contract;
Title of the project or contract or grant and / or the contract/grant number;
Time and place of execution for the work done;
Clear description of the services provided by the applicant (no more than one page);
Organization /Contractors worked with and assignment performed in the last 3 years

D) Financial proposal (in Tanzanian Shillings) with the following details
Consultancy fees submitted must be inclusive of all taxes- VAT inclusive (please note that under
Tanzanian law, a Withholding Tax (WHT) of 5% for national and 15% international is deducted at source and paid directly to TRA).
Transportation, per diem costs,
Communication and stationery.

D) Mandatory requirement – Copies of Tax registration certificate, recent Tax Clearance, Business License,
Company registration.
